Change the Download Location for ActiveX Files (All Windows) Category: Home > Software > Internet Explorer
This tweak allows you to change the default folder to which ActiveX files are installed when you download an ActiveX control. The default path of this folder is "Windows\Downloaded Program Files." Open your registry and find the key [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet Settings] and change the value of "ActiveXCache" to the requested download location. Repeat the step and change the value of "0" in [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet Settings\ActiveX Cache] to the same directory. Restart Internet Explorer for the change to take effect.
